Award Policy
Qualifications
A contract or bid award will be made by the Board of
County Commissioners to the vendor submitting the most
responsive and responsible bid that is in the best interest
of El Paso County. A responsive bid is one that is in
substantial conformance with the requirements as outlined
in the bid. A responsible bidder is one whose reputation,
past performance, business and financial capabilities
are judged by the County to be capable of satisfactorily
performing its contractual obligations. In addition,
the County reserves the right to accept or reject any
or all bids received.
Sole Source
A sole source purchase request will require that the
requesting department submit a written justification
to the Procurement & Contracts Department. The justification
for seeking a sole source purchase may be challenged
by the Procurement & Contracts Department or the Board
of County Commissioners.
Insurance
Contractors/Vendors shall procure at their own expense
the following insurance:
- Standard Workers' Compensation covering all the
contractor's/vendor's employees engaged in working
on County property in amounts required by State statute.
- Comprehensive General Liability and Property Damage
Insurance in the amount specified in the instructions
to Bidders, naming El Paso County as additional insured.
Evidence of both coverages must be submitted to the
Procurement & Contracts Department prior to starting
work on any project. A purchase order may be denied
if proper certification is not on file in the Procurement
& Contracts Department.
