Criteria:  Based on education and experience as specified below.

Job Requirements:  Examines and analyzes legal documentation submitted for motor vehicle titling and registration, and for identification, ensuring accuracy and enforcing compliance with appropriate statutory regulations including but not limited to emissions standards, insurance requirements, 2% rental guidelines and secure and verifiable identification. Determines necessary action, executes and establishes the legal records of motor vehicle titles and registrations for use by governmental and other official enforcement entities. Issues permits, titles, registrations, handicap placards and license plates as appropriate. Assesses all associated taxes and fees as required by law, performs self-audit and reconciliation on a daily basis. Uses judgment and enforcement authority to accept or reject legal documentation based on determination of compliance. Questions, interviews, confers, or advises clients on requirements associated with compliance, persuading those failing to comply to take a particular course of action or to accept findings and/or recommendations. Works to resolve complex transactions, utilizing negotiation and problem resolution skills, with sensitivity to the client's needs and expectations. Participates in opening and closing functions as directed; distributes cash drawers, verifies cash receipts, reconciles check reports to each cashier and runs required accounting tapes. Resolves minor discrepancies when necessary, working to ensure that all monies collected are in balance. Acquires and maintains a highly technical working knowledge of relevant laws, regulations, policies, standards, or procedures; exercises knowledge to initiate client contact and provide in-depth information and/or direction to those seeking to access departmental services. Executes quality assurance measures in enforcing the compliance of legal documents with state statutes, legislative mandates, and administrative directives; ensures conformity of all necessary documentation and the appropriate collection of all assessed taxes and fees, reconciling any errors or inconsistencies. Serves as a liaison between Clerk & Recorder's Office, representatives of business and industry, trade and professional associations, and clients. Provides or disseminates information, both orally and in writing, regarding statutory changes and/or policy modifications. Maintains a safe and clean working environment by complying with procedures, rules and regulations. Contributes to team effort by helping to achieve departmental goals. Serves as a representative of the designated election official when required; fulfilling all roles and/or tasks as assigned. As directed, assists in other departments and/or with County-wide events.

Minimum Qualifications:  U.S. Citizen. Sworn as agent of Clerk & Recorder's Office to discharge the duties conveyed by CRS 42-1-210; registered to vote in Colorado. High school diploma or equivalent required. Three (3) years of progressively responsible experience in a public contact environment, involving explanation of policies and/or procedures. Two (2) years additional post secondary education and/or training in motor vehicle, legal, accounting, and/or government preferred. Ability to perform computations for tax and fee assessments associated with motor vehicle laws and regulations. Proficiency in cash management required. Must be able to reason, negotiate, make a determination, or draw a conclusion on issues relevant to the department and/or clients. Remains open to change and new information; effectively deals with pressure and ambiguity. Communicates well with a variety of people and tactfully handles difficult or uncomfortable situations. Elicits information from others and provides an explanation, interpretation, or information exchange appropriately in a concise, intelligible, and professional manner. Ability to set goals and priorities for specific tasks and assignments. Commits to and takes action, even in uncertain situations, making sound and timely decisions necessary to ensure compliance with motor vehicle laws, regulations, directives, and associated policies. Working knowledge of technology to perform a variety of complex tasks and assists others in operating computers or other office equipment as necessary. Types 45 wpm. Adheres to ethical standards of conduct and understands the impact of violating these standards on an organization, self, and others. Understands that staff may be required to work at any office location. Saturday hours and/or overtime may be required, especially during election cycles. Must possess and maintain a valid Colorado Driver's License. A criminal background investigation and driver's license check are required and are subject to periodic review as per El Paso County and Office policies.

Any equivalent combination of related education and experience may be substituted for the education and experience requirements above. Ability to perform the essential functions of the job.
