Job Requirements: Develops and prepares Requests for Proposals; develops and monitors outcomes for proposals; evaluates proposals and contractual services to be purchased as part of the DHS programs and projects; participates in proposal and contractual services negotiations. Manages assigned contracts to include oversight, compliance with contractual obligations, monitoring of achievement of specified outcomes and customer service; manages special projects as assigned; applies for and evaluates project funds and prepares required project reports; serves on relevant community boards, agency boards and task forces; makes public presentations on projects as needed or requested. Works closely with DHS personnel in all areas of the Department to assess the need for changes in contracts, additional contracted services and means to improve outcome expectations. This may include contracts in economic assistance, child welfare, adult services, administrative and support services. Meets with individual providers and provider groups to provide guidance in achieving contract objectives and makes policy recommendations based upon findings. Monitors quality of care and compliance with contractual expectations and recommends policy changes based on findings; provides on-site monitoring and site reviews as necessary for contract evaluation. Researches and develops appropriate and complete specifications for the solicitation of quotes for various services and goods for DHS, as assigned. Works with contractors, providers, DHS staff and other County staff to ensure that all forms of legal agreements including contracts, Memoranda of Understanding, Intergovernmental agreements, etc, are developed, completed/renewed and approved by the appropriate authorizing authority in a timely manner. Provides training and consultation to staff and external agencies regarding contractual issues. Responds to internal and external agencies' questions, concerns and complaints. Prepares and facilitates the process for Requests for Quotes (RFQ), Requests for Information (RFI), Requests for Qualifications (RFQ), Requests for Proposal (RFP) and Invitation for Bids (IFB), in conjunction with the County Financial and Contract Services Division. Enters data into the Contract Management System enabling better analysis and evaluation of outcome results and compliance. Assists manager with service and program administration, particularly in manager’s absence. Analyzes programs for cost effectiveness along with program effectiveness.
Minimum Qualifications: Graduation from an accredited four-year college or university with a degree related to the work assignment, preferably in business, technology or related field. Minimum three (3) years experience in a government contracting environment. Master's degree in a field related to the work assignment may substitute for one (1) year of the required work experience. Knowledge of governmental contracting practices and procedures, including the ability to prepare specifications and facilitate the process for informal and formal procurement solicitations. Knowledge of State and Federal contracting requirements, including those for State and Federal grants. Ability to communicate and work effectively with co-workers, other DHS personnel, prospective and contracted providers, vendors and the public. Strong customer service orientation and experience. Ability to establish and maintain close communication channels leading to strong cooperative relationships with department and County employees at all levels. Excellent communication, teamwork and organizational skills. Ability to efficiently plan, schedule and organize in order to meet deadlines. Ability to assess situations and make prudent and appropriate decisions; ability to apply conflict resolution and problem solving skills. Ability to be proficient in the use of software programs relative to the position, including Word, Excel and database programs. Must have and maintain a valid Colorado Driver's License and the appropriate level of personal vehicle insurance. Background investigation and a completed El Paso County employment application are required.
Any equivalent combination of related education and experience may be substituted for the education and experience requirements above. Ability to perform the essential functions of the job.
