Criteria:  Based on education and experience as specified below.

Job Requirements:  Acquires and maintains sound knowledge and understanding of PPWFC, mission and goals; uses that knowledge and understanding to better comprehend all projects and programs for which grants may be sought. Researches available grant opportunities from Federal, State, or local Government, corporations, foundations and private sources. Consults with staff to match projects to appropriate grants. Provides timely advice and information on funding opportunities, proposal requirements, and procedures; collaborates in defining and implementing project funding strategies. Receives and reviews professional workforce and funding-related publications that may be relevant for inclusion in grant requests and informational reports to staff. Assists in monitoring grant contract performance. Notify management of areas requiring performance improvement. Coordinates with various staff members to establish internal points of contact on matters requiring operational input and management of grant funds received. Develops and maintains professional working relationships with staff and community partners. Develops and submits grant applications pursuant to Request for Proposals, Notice of Funding Availability, and funders’ guidelines. Compiles, writes, and edits all grant applications exhibiting strong expository writing skills and a high-level command of grammar and spelling. Assures high quality and accuracy of all PPWFC proposals submitted. Assembles proposals and attachments for submission, including all photocopies, cover letters, budgets, and addenda. Maintains records of all proposals developed, under development, awards received, etc., and make reports and presentations of such information. Gathers and analyzes statistical information. Develops charts and graphs for inclusion in grant proposals and informational reports to staff. Communicates and coordinates with other workforce regions, Colorado Office of Workforce Development, Colorado Department of Labor & Employment, corporations, foundations, local businesses and educational institutions in obtaining information, conducting research, and/or writing grant applications and informational reports. May make formal presentations of grant applications and reports to Pikes Peak Workforce Investment Board, Board of County Commissioners, and PPWFC Management. Designs letters of intent, letters of submittal, and letters of support for grant proposals. Trains staff to complete required reports within award timelines. May prepare modifications to program plans and budgets as needed. Researches and understands proposed and current legislation pertaining to labor laws, regulations, and workforce-related issues for possible new grant opportunities. Presents project status reports to PPWFC leadership, Workforce Investment Board, Board of El Paso County Commissioners and Board of Teller County Commissioners, and others; participates in various other meetings and committees as required. Prepares agenda items for Board of El Paso County Commissioners and Board of Teller County Commissioners for approval of grant applications, award documentation, and other items as needed. May assist in writing other technical documents for workforce center to include Annual Program Plan, Annual Report, newsletters, etc. May participate on teams/committees in the development of data collection tools, analysis of data, and reporting means associated with Baldrige Criteria for Performance Excellence and Colorado Performance Excellence to measure organizational performance and suggest methods to achieve continuous improvement.

Minimum Qualifications:  Bachelor's degree in Business Administration, Technical Writing, Communications, Social Sciences or a related field. Minimum three (3) years experience in grant writing, grant research or a related occupation. Preferred experience with Department of Labor or Federal Government grant proposal processes. Workforce Skills Certificate preferred. WorkKeys Business Writing assessment will be required of finalists. Ability to maintain confidentiality. Ability to use standard office equipment including computer, fax machine, copier and telephone. Ability to work as a team player and independently using sound judgment. Ability to work and communicate effectively with co-workers, employers, government officials, PPWFC customers, and the public. Ability to perform all duties and responsibilities in a timely and effective manner in accordance with organization policies to achieve the overall objectives of the position. Background investigation will be completed.

Any equivalent combination of related education and experience may be substituted for the education and experience requirements above. Ability to perform the essential functions of the job.
