Criteria:  Based on education and experience as specified below.

Job Requirements:  Communicates to applicants and clients the purpose and expectations of the El Paso County Colorado Works, Food Assistance and Medicaid Programs. Interviews welfare applicants/clients and assists them in understanding and completing all required eligibility paperwork for assistance programs. Verifies financial and non-financial eligibility factors for all programs through collateral contacts, verification, and home visits when necessary. Responsible for on-going caseload management for which the technician determines continuing assistance, acting upon changes in a timely manner and in accordance with the appropriate application of the regulations. Uses the monthly status report to calculate both State and El Paso County payments. Clarifies questionable information, resolves discrepancies and determines if additional verification is needed to calculate a payment. Uses the automated computer system to approve, discontinue and deny cases, calculate payments, secure information and enter data as appropriate. Prepares paperwork, written correspondence, uses personal contacts and the telephone as needed. Implements the Quality Assurance program by ensuring accuracy and timeliness of work. Determines need for fund recoveries and referrals for fraud investigations; documents recoveries, Food Stamp claims and other appropriate actions. Participates in county mediation; prepares report for, attends and testifies at state evidentiary hearings for client appeals. Interacts with community partners as appropriate and needed to accomplish the client's employment goals.

Minimum Qualifications:  Graduation from high school or GED equivalent. Two (2) years full time responsible work experience. Ability to communicate and work effectively with co-workers, other DHS personnel, clients, community organizations, other agencies and the public. Ability to efficiently plan, schedule and organize. Ability to assess situations and make prudent and appropriate decisions, ability to apply conflict resolution and problem solving skills. Working knowledge of community assistance resources and agencies. Ability to use standard office equipment including computer, fax machine, copier and telephone. Must successfully pass a background investigation, required. Must possess and maintain a valid Colorado Driver's License and the appropriate level of personal vehicle insurance.

Any equivalent combination of related education and experience may be substituted for the education and experience requirements above. Ability to perform the essential functions of the job.
