Project
Overview
Since
regional travel along Woodmen Road has significantly increased,
El Paso County started a process in Fall 2000 to identify specific
Woodmen Road improvements from Powers Boulevard east to US 24. Over
the last two years, the study has evaluated roadway speeds and deficiencies,
land use/population projections, traffic volumes and environmental
conditions for the county section of Woodmen Road. A thorough evaluation
of technical and community opportunities has been considered with
input from neighboring residents, businesses, property owners, developers
and government officials.
Safety Project Engineering
The
preliminary recommendations of the Woodmen Road Transportation Improvement
Study have led to a phased approach for addressing transportation
issues along the corridor.
Future
land use and population projections have indicated a need for future
roadway capacity type projects. However, a final recommendation
cannot be identified until a detailed assessment
of transportation options and environmental impacts is completed.
Thus, El Paso County has joined with the city of Colorado Springs
to conduct an environmental assessment for the overall Woodmen corridor
between I-25 and US 24. This study is projected to take a year to
complete with a final recommendation to come some time in Spring

Due to the severity of the safety issues that currently exist along
Woodmen Road, the Woodmen Road Transportation Improvement Study
supports the need to construct safety type improvements for three
locations along the El Paso County section of Woodmen Road. Each
of the Safety Projects is designed with enough flexibility so as
not to preclude other future improvements to Woodmen Road.

Safety Project "A"
The
first safety improvement project occurred in the vicinity of Black
Forest Road and Woodmen Road . Engineering evaluations identified
the need to:
- Remove
the existing Templeton Gap intersection and relocate Templeton
Gap so that it is aligned directly south of Black Forest Road
- Close
Horseshoe Road at Woodmen and relocate to new Templeton Gap intersection
- Smooth
the Woodmen roadway profile to improve sight distance
- Construct
a new intersection at Black Forest and Templeton Gap with additional
turn lanes
- Flatten
sideslopes adjacent to Woodmen Road and remove or relocate roadside
objects which present safety hazards
- Improve
drainage system
- This
project was completed in June of 2003

Safety Project "B"
Design
for the second safety improvement is completed and will be bid
in December, 2003 for the Project "B" segment of Woodmen Road from
Marksheffel Road to the Meridian Road intersection. Engineering
evaluations identified the need to:
- Construct
a new alignment for Woodmen Road from Marksheffel to Meridian.
- Flatten
vertical curves to improve sight distance and eliminate roller-coaster
effect.
- Convert
existing Woodmen Road to a frontage road to provide local access
- Construct
new signalized intersections at Marksheffel, Mohawk, Lizardhead
and Meridian.
- Flatten
sideslopes adjacent to Woodmen Road and remove or relocate roadside
objects which present safety hazards
- Improve
drainage system
- Construct
new trail crossing for future trail west of Meridian Road

Safety Project "C"
The
final safety improvement for Woodmen Road will involve completing
the "gap" from Black Forest Road to Marksheffel Road . The design
of the project is not scheduled to begin until 2004, with possible
construction in 2005. However, this project will be coordinated
with future improvements as identified by the environmental process.
Conceptual engineering identified the following improvements:
- Construct
a new alignment for Woodmen Road from Black Forest to Marksheffel
- Flatten
vertical curves to improve sight distance and eliminate roller-coaster
effect.
- Flatten
sideslopes adjacent to Woodmen Road and remove or relocate roadside
objects which present safety hazards
- Convert
portions of existing Woodmen Road to a frontage road to provide
local access
- Improve
drainage system
- Replace
bridge crossing at Sand Creek and construct new trail crossing
for future trail
