THE EL PASO COUNTY DEVELOPMENT SERVICES DEPARTMENT, PLANNING and ENGINEERING DIVISIONS, has moved to our NEW LOCATION at the PIKES PEAK REGIONAL DEVELOPMENT REVIEW CENTER 2880 INTERNATIONAL CIRCLE.

About the Development Services Department

The Development Services Department, with Dick Anderwald as Director, and Imad Karaki as Deputy Director, is composed of four divisions:

Customer Services - Mike Hrebenar, Division Manager

Customer Services personnel are the first ones you will contact, whether by telephone or a personal visit to our Department. This Division also includes Project Manager who are the point of contact on items being processed through the development system.

Planning Division - Sarah Tresouthick, Division Manager

Personnel in the Planning Division review projects (i.e. Uses Subject to Special Review, Zoning, Subdivision requests, etc.) from a planning standpoint. The Planning Division is primarily responsible for the administration of the Land Development Code, which includes the Zoning and Subdivision Regulations for the unincorporated areas of El Paso County. 

Engineering Division, Paul Danley, Division Manager

Those in the Engineering Division, among other responsibilities, review projects from an engineering viewpoint.

Long-Range (Comprehensive) Planning - Carl Schueler, Division Manager

The Long-Range Division oversees the County's Master Plan. To facilitate this charge, the Development Services Department's Comprehensive Section provides long-range planning which is accomplished through a County-Wide Policy Plan,supplemented by small area comprehensive plans for specific geographic areas of the County. In addition, this Division is involved in several topical master planning efforts, including mineral extraction, wildlife, transportation and drainage basin studies.

The Long-Range Division also processes special projects (i.e. Service Plans for Special Districts) and handles Code and Ordinance Enforcement.

Staff support is provided to several Committees/ Boards which are advisory to the Board of County Commissioners.
