Chapter IV - Section 28

RVS    Recreational Vehicle Subdivision District

A.   PURPOSE

    This district is established for the purpose of providing sites for the placement and occupancy of recreational vehicles for non-permanent residential purposes on individually owned lots with the necessary accessory uses and amenities.

B.   PERMITTED PRINCIPAL USES

    1.   Recreational Vehicle
    2.   Park Model
    3.   Public Park & Open Space
    4.   Tower, Private (See §35.11) #

C.   USES SUBJECT TO SPECIAL REVIEW (SPECIAL USES)

    1.   Emergency Facility
    2.   Mineral Resource Extraction (See §§35.8 and 35.13)

D.   ACCESSORY BUILDINGS AND USES (See also Section 35.1)

      1.   Convenience Store
      2.   Golf Course
      3.   Laundromat
      4.   Management Headquarters (Permanent Occupancy)
      5.   Outdoor Recreational Facility such as a Swimming Pool, Tennis Court, Putting Green
      6.   Private Park

E.   DEVELOPMENT STANDARDS

    1.   For those uses containing a footnote, please refer to Section 35.5 for additional development requirements.

    2.   Minimum area:   10 acres

    3.   Minimum frontage:   200 feet

    4.   Minimum lot size:   1,750 square feet

    5.   Minimum lot width:   35 feet

    6.   Minimum lot depth:   50 feet

    7.   Maximum structural height:   40 feet

    8.   Setbacks:

      a.   The minimum setback from the property line for recreational vehicles shall be ten (10) feet. The minimum setback for awnings shall be five (5) feet.
      b.   The minimum setback for recreational vehicle lots adjacent to public street or the exterior subdivision boundary shall be twenty-five (25) feet.
      c.   The minimum setback for recreational vehicles from accessory buildings shall be twenty (20) feet.
      d.   The minimum setback for accessory buildings shall be twenty- five (25) feet.
      e.   The minimum setback for carports shall be five (5) feet.

    9.   The boundaries of any recreational vehicle subdivision shall be screened with a six (6) foot opaque screening wall and landscaping where abutting a public street or residentially zoned property.

    10.   Access to all recreational vehicle lots shall be from interior private streets of the subdivision. There shall be no individual access to any recreational vehicle lot from any public right-of-way except if required by the El Paso County Public Works Department.

    11.   Roadways and Walkways: The internal street system in a recrea-tional vehicle subdivision shall be privately owned, constructed and maintained, and shall be designed for safe and convenient access to all spaces and to facilities for common use and provide adequate space for utilities. All internal roads shall be paved. The right-of-way for two-way traffic roads shall be a minimum of twenty-five (25) feet, and for one-way roads the minimum right-of-way shall be nineteen (19) feet. Private pedestrian and bikeways at least two (2) feet in width shall be provided on one side of a private street. Sidewalks shall be provided to service accessory and recreational buildings.

    12.   Parking: A minimum of one and one-half (1½) off-street parking space shall be provided for each recreational vehicle lot. Said parking may be within a community parking area located in conjunction with a recreation center.

    13.   Recreational vehicle subdivisions containing thirty (30) or more lots shall be required to have two (2) or more means of access. Subdivisions containing less than thirty (30) lots shall provide a secondary access for emergency vehicles.

    14.   Accessory Buildings and Uses: Only directional or identifica-tion signs shall be allowed.

    15.   Private Recreation and Open Space Requirements: Space in the minimum amount of eight (8) percent of the gross subdivision area shall be provided for recreational purposes. Such space shall be shown on the recorded plat. Roads, setbacks, and non-recreational buildings and lands shall not be included in calculating the private recreation and open space requirements. Park dedication credits for private open space will be determined based upon the provisions of Section 49.3 5. e. of the Land Development Code.

    16.   The recreational vehicle subdivision shall be served by a central water and wastewater system.

    17.   Recreational vehicle pad sites on individual lots shall be hard surfaced.

    18.   No on-lot propane storage shall be allowed other than that included within or attached to the recreational vehicle.

    19.   Recreational vehicles shall not be modified to be made permanent through removal of axles and/or wheels.

    20.   The only permanent structure permitted on individual recreation vehicle lots shall be carports and storage structures.

    21.   Subdivision proposals in the RV zone district shall include specific standards for adequate fire protection or meeting the fire code pro-visions of the appropriate fire district or authority.

    22.   There shall be only one (1) principal permitted use per recrea-tional vehicle lot.

    23.   Private Towers shall not be located upon individual (travel trailer, recreational vehicle) sites. Private Towers may be located within common areas subject to the requirements of Section 35.11 B.

F.   PETITION PROCEDURE

    Minimum submittal requirements for a zone change to the Recreational Vehicle Subdivision are as follows:

    1.   A submittal conforming to the requirements for rezoning.

    2.   A submittal conforming to the requirements of a Development Plan. Such Development Plan should depict internal roads, access points, densities, recreation areas and amenities, and general lot concepts showing that the lots can accommodate the varying sizes of recrea-tional vehicles.

G.   PLATTING

    No building permit shall be applied for or granted on any portion of property which is currently zoned RVS (Recreational Vehicle Subdivision) District until and unless this property is platted in accordance with the El Paso County Land Development Code, as amended, unless otherwise exempted by Statute.

H.   PLOT PLAN

    A plot plan conforming to the requirements of Section 37 shall be approved by the Development Services Director prior to the issuance of any building permit. If a plot plan is submitted and approved for the overall development encompassing building aspects of each pad site, and compliance is demonstrated, individual plot plans shall not be required.

I.   MAINTENANCE PLAN

    A maintenance plan conforming to the requirements of Section 38 shall be approved by the Development Services Director and County Attorney prior to the issuance of any building permit, if applicable.

J.   GENERAL DEVELOPMENT REQUIREMENTS

    1.   Landscaping - Refer to Section 35.12
    2.   Advertising Devices - Refer to Section 35.4

K.   COVENANTS

    All recreational vehicle subdivisions shall have covenants that provide for maintenance of the recreation vehicle subdivision and establish an owners' association. Said covenants shall be submitted in conjunction with a zone change request and recorded with any approved final plat.
