Chapter IV - Section 27

RVP   Recreational Vehicle Park District

A.   PURPOSE

    This district is established to provide developed areas which contain sites for the temporary location of assorted recreational vehicles to include travel trailers, motor homes, truck campers and tents. Such facilities cover a range of short overnight stops to longer destination type stays of several days to weeks.

B.   PERMITTED PRINCIPAL USES

    1.   Recreational Vehicle
    2.   Public Park & Open Space
    3.   Tent
    4.   Tower, Private (See §35.11) #

C.   USES SUBJECT TO SPECIAL REVIEW (SPECIAL USES)

    1.   Emergency Facility
    2.   Mineral Resource Extraction (See §§35.8 and 35.13)

D.   ACCESSORY BUILDINGS AND USES (See also Section 35.1)

      1.   Convenience Store

E.   DEVELOPMENT REQUIREMENTS

    1.   Recreational Vehicle Park

      a.  Minimum area: 5 acres
      b.   Minimum frontage: 200 feet
      c.   Maximum Density: 25 spaces per acre

    2.   Access

    All recreational vehicle spaces shall access the interior roadway system only. There shall be no access to any space from public right-of-way except as required by the El Paso County Department of Public Works.

    3.   Roadways and walkways

    The internal street system in a recreational vehicle park shall be privately owned, constructed and maintained, and shall be designed for safe and convenient access to all spaces and to facilities for common use by park occupants. The rights-of-way shall not be less than twenty-five (25) feet for two-way and eighteen (18) feet for one-way. Radius on curves shall be forty (40) feet. If cul-de-sacs are used, adequate vehicular turning space should be provided; a turning radius of forty (40) feet is required; road grades shall not be in excess of six (6) percent. Walkways shall be provided to service, accessory, and recreational buildings. Roadways and walkways shall be adequately lighted. Surfacing, adequate to prevent excessive dust, shall be a type approved by the Department of Public Works.

    4.   Fencing and Landscaping

    The boundaries of any Recreational Vehicle Park shall be landscaped including hedges, evergreens, shrubbery, or a six (6) foot screening wall which will serve as a buffer. Such landscaping, fences, or walls and the setback areas adjacent thereto shall be properly maintained by the owner(s).

    5.   Open Space

    Space in the amount of at least eight (8) percent of the total area of a Recrea-tional Vehicle Park shall be provided for recreational purposes. This area shall not be included in that area reserved for service facilities, front yard setbacks, or other incidental uses.

    6.   Water and Wastewater

    Water and wastewater provisions servicing the Recreational Vehicle Park shall be in compliance with State and County Health Department regulations with a letter from those agencies outlining these requirements submitted with the zoning or rezoning petition for the Recreational Vehicle Park District.

    7.   Fire Protection

      a.   The Recreational Vehicle Park shall include specific standards for adequate fire protection or conformance with fire code regulations of the appropriate fire district or authority.

      b.   Fires shall be made only in stoves and other equipment in-tended for such purposes.

      c.   The recreational vehicle park shall be kept free of litter, rubbish, and other inflammable materials.

    8.   Recreational Vehicle Space

      a.   Recreational vehicles and stand must be set back at least fifteen (15) feet when adjacent to a property line.

      b.   There shall be at least twenty (20) feet between recrea-tional vehicles.

      c.   Recreational vehicles, stand and pads must be set back at least twenty-five (25) feet when adjacent to a property line adjoining a local or collector street and fifty (50) feet when adjacent to an arterial or expressway.

      d.   Recreational vehicles stand and pads must be set back at least twenty (20) feet from any building or structure.

    9.   Accessory Buildings and Structures

      a.   A minimum of twenty-five (25) feet from all boundary lines of the RVP (Recreational Vehicle Park) District.

      b.   Such buildings and structures should be designed and located for the use of the occupants of the park and should be located within the park in such a fashion to preclude any visible evidence of their commercial character which would attract customers other than occupants of the park.

    10.   Height Limit

    Unless otherwise specified all building and structures shall not exceed a height limit of thirty (30) feet.

    11.   Private Towers

    Private towers shall not be located upon individual (travel trailer, (recreational vehicle) sites. Private Towers may be located within common areas subject to the requirements of Section 35.11 B.

F.   PLOT PLAN

    A plot plan conforming to the requirements of Section 37 shall be approved by the Development Services Director prior to the Development Services Department's authorization for the issuance of a building permit and/or occupancy of the park.

G.   MAINTENANCE PLAN

    A maintenance statement addressing ownership and maintenance shall be submitted with the rezoning request. The maintenance plan, conforming to the requirements of Section 38 of these regulations, shall be submitted concurrently with the final plat and recorded prior to or in conjunction with the final plat. If the recreational vehicle park is exempted from the platting requirement then the maintenance plan shall be submitted and recorded prior to the Development Services Department's authorization for the issuance of a building permit and/or occupancy of the park.

H.   GENERAL DEVELOPMENT REGULATIONS

I.   PLATTING REQUIREMENT

    No building permit shall be applied for or granted nor shall occupancy of a recreational vehicle park be allowed on any portion of property which is currently zoned RVP (Recreational Vehicle Park) District until and unless the property is platted in accordance with the El Paso County Land Development Code, as amended, unless otherwise exempted by statute.

J.   EXEMPTION

    Any person desiring to provide temporary facilities over and above those facilities currently in existence within a recreational vehicle park, for the purpose of accom-modating a recreational vehicle rally or other group of recreational vehicles assembled for the purpose of traveling together, shall make application for such activity to the Board of County Commissioners. The requirements for a service building and other sanitary and physical facilities may be waived by the Board of County Commissioners on the determination that public health will not be endangered; but the location of the site, the facilities which are provided, and the method of conducting such rally shall be acceptable to the health authority before a special permit shall be issued specifying the location of the site and any conditions of issuance. In no event shall the period of operation exceed ten (10) days.
