Chapter IV. - Section 25

MHP    Mobile Home Park District

A.   PURPOSE

    This district is established for the purpose of ensuring and promoting an acceptable living environment for the occupants of a mobile home.

B.   PERMITTED PRINCIPAL USES

    1.   Adult Care Home *10
    2.   Group Home *10
    3.   Mobile Home
    4.   Public Park & Open Space
    5.   Tower, Private   (See §35.11) #

C.   USES SUBJECT TO SPECIAL REVIEW (SPECIAL USES)

    1.   Adult Care Home *10
    2.   Child Care Facility *10
    3.   Emergency Facility
    4.   Group Home *10
    5.   Mineral Resource Extraction  (See §§35.8 and 35.13)  
    6.   Tower, Private   (See §35.11) #

D.   ACCESSORY BUILDINGS AND USES (See also Section 35.1)

      1.  Convenience Store
      2.  Golf Course
      3.  Home Occupation as provided in §35.6

E.   DEVELOPMENT REQUIREMENTS

    1.   Those uses containing an asterisk (*), refer to the corresponding number in Section 35.5 for additional development requirements.

    2.   Those uses identified with a pound sign (#) are secondary uses to be conducted in conjunction with Principal (Primary) Uses.

    3.   There shall be no more than one (1) mobile home unit on any mobile home space.

    4.   Mobile Home Park

      a.   Minimum area: Ten (10) acres

      b.   Minimum frontage on a dedicated public street: Two hundred (200) feet

      c.   Shall be served by a public (central) water and sewer system

    5.   Access ways

      a.   A minimum of two (2) lanes with a twenty-four (24) foot width shall be provided from a dedicated and maintained public road.

      b.   The access ways shall be hard surfaced with either asphalt or concrete.

      c.   A minimum of two (2) emergency access ways, each fifteen (15) feet in width, shall be provided from a dedicated maintained road to the internal road system of the mobile home park.

    6.   Internal Roadways

      a.   The internal road system shall be hard surfaced with either asphalt or concrete with a minimum width of forty-two (42) feet.

      b.   The internal road system shall be privately owned, constructed and maintained.

      c.   The internal road system shall be designed for safe and convenient access to all spaces and to facilities for common use and provide adequate space for utilities.


    7.   Internal Pedestrian Walkways

      a.   Walkways shall be provided adjacent to the internal road-ways in a width of not less than three (3) feet excluding curb and gutter.

      b.   Walkways shall be provided to facilities for common use.

      c.   Walkways shall be hard surfaced with either asphalt or concrete.

    8.   Landscaping

    The boundary of the mobile home park shall be landscaped including, but not limited to, hedges, evergreens, shrubbery and/or a six (6) foot screening wall shall be utilized to serve as a buffer from adjacent property. Such landscaping, fences and/or walls and set-back areas adjacent thereto shall be privately owned, constructed and maintained.

    9.   Open Space

    Minimum of eight (8) percent of the total park shall be set aside for recreational purposes. Adequate pedestrian access shall be provided to the recreational facilities. Such open space shall be privately owned, constructed and maintained.

    10.   Common Area

    Minimum of one hundred (100) square feet per mobile home unit, hard surfaced and with a security fence shall be set aside for outside storage. The outside storage area shall only be used by the residents of the mobile home park.

    11.   Mobile home space requirements

      a.   Minimum space:        Width - forty (40) feet
                                         Depth - Seventy (70) feet

      b.   Minimum setbacks: Front - Twenty (20) feet from front line of the mobile home space or ten (10) feet from front line of  mobile home space, if the two (2) off-street parking spaces are provided to the side of the mobile home.

        Side - Ten (10) feet from side line of the mobile home space.

        Rear - Ten (10) feet from rear line of the mobile home space.

      c.   In all cases a mobile home shall be set back at least twenty-five (25) feet from any exterior boundary line of the park.

    12.   Setbacks for accessory buildings or structures for a mobile home space:

      Front - Not allowed

      Side - Five (5) feet from side line of mobile home space

      Rear - Five (5) feet from side line of space

      In all cases accessory buildings or structures shall have a minimum separation from a mobile home or other accessory buildings or structures as required by the El Paso County Regional Building Code.

    13.   Setbacks for accessory buildings or structures for the mobile home park:

      Twenty-five (25) feet from any exterior boundary line of the park.

      Twenty (20) feet from any interior roadway.

      Twenty (20) feet from any mobile home space.

    14.   Height limit: Unless otherwise specified all buildings and structures shall not exceed a height of thirty (30) feet.

F.   PLOT PLAN

    A plot plan conforming to the requirements of Section 37 shall be approved by the Development Services Director prior to the Development Services Department's authorization for the issuance of a building permit or occupancy of the park.

G.   MAINTENANCE PLAN

    In cases in which maintenance of roads, walkways, landscaping, common areas, open space, or accessory buildings and other facilities are proposed to be maintained by homeowners associations, or other non-governmental bodies, the applicant shall submit a maintenance plan conforming to the requirements of Section 38. A maintenance statement addressing ownership and maintenance shall be submitted with the rezoning request. The maintenance plan shall be submitted con-cur-rently with the Final Plat and recorded prior to or in conjunction with the Final Plat. If the mobile home park is exempted from the platting requirement then the maintenance plan shall be submitted and recorded prior to the Development Services Department's authorization for the issuance of a building permit or occupancy of the park.

H.   GENERAL DEVELOPMENT REGULATIONS

    1.   Off-street parking - Refer to Section 35.3
    2.   Advertising devices - Refer to Section 35.4
    3.   Landscaping requirements - Refer to Section 35.12

I.   PLATTING REQUIREMENT

    Occupancy of a mobile home park shall not be allowed on any portion of property which is currently zoned MHP (Mobile Home Park) District until and unless the property is platted in accordance with the El Paso County Land Development Code, as amended, unless otherwise exempted by statute.
