LAND DEVELOPMENT CODE

Chapter IV. - Section 24

R & D     Research & Development District

A.   PURPOSE

This district is established for the purpose of providing for a limited group of profes-sional, administrative, research and manufacturing uses which may have unusual require-ments for space, light and air, and the operations of which are to a considerable extent clean, quiet and free from any objectionable or dangerous nuisance or hazard. A campus-style development is most effectively utilized within this district.

B.   PERMITTED PRINCIPAL USES

      1.   Flammable Material Storage # *17
      2.   Golf Course
      3.   Laboratory
      4.   Light manufacturing limited to the following:
            Manufacturing and/or assembly of electrical and electronic products, precision         instruments, communication equipment, pharmaceuticals
      5.   Office
      6.   Parking Lot/Garage
      7.   Public Park & Open Space
      8.   Publishing Company
      9.   Recreational building and/or membership club designed primarily to serve         employees of other uses in the R & D park in which the recreational building         and/or membership club are located.
    10.   Tower, Private (See §35.11) #
    11.   Warehousing of Items Noted in #4 and #8 above.

C.   USES REQUIRING SPECIAL REVIEW (SPECIAL USES)

    1.   Child Care Facility *10
    2.   Flammable Material Storage # *17
    3.   Emergency Facility
    4.   Hazardous Material Storage #
    5  . Mineral Resource Extraction   (See §§35.8 and 35.13)
    6.   Proprietary School
    7.   Restaurant
    8.   Tower, Private (See §35.11) #

D.   ACCESSORY BUILDINGS AND USES

    1.   Refer to Section 35.1.

E.    DEVELOPMENT REQUIREMENTS

    1.   Those uses identified with a pound sign (#) are secondary uses to be conducted in conjunction with Principal (Primary) Uses.

    2.   Minimum gross area of land to be included: 120 acres.

    3.   Minimum lot size:    Five (5) acres. Child care facility, proprietary school and restaurant: One (1) acre. There is no minimum lot size when individual units within a building are to be sold or conveyed in accordance with El Paso County Subdivision Regulations. The building, however, shall be located on a minimum five (5) acre lot.

    4.   Maximum percentage of structural coverage of lots:    Twenty-five (25) percent.

    5.   Maximum structural height:    Forty-five (45) feet.

    6.   Setback requirements:

      a.   Front yard:   Fifty (50) feet.
      b.   Side yards:   Thirty (30) feet.
      c.   Rear yard:    Fifty (50) feet.
      d.   Minimum building setback distance from any adjoining residential zone district setback is one hundred fifty (150) feet.

    Setbacks established herein do not apply to individual units within a building that are to be sold or conveyed in accordance with El Paso County Subdivision Regulations. Any project developed in this fashion, the setbacks required by this paragraph E. of this section shall only apply to the perimeter of the building.

F.   PLOT PLAN

    A plot plan conforming to the requirements of Section 37 shall be approved by the Development Services Director prior to the Development Services Department's authorization for the issuance of any building permits.

G.   MAINTENANCE PLAN

    A maintenance plan conforming to the requirements of Section 38 shall be approved by the Development Services Director prior to the Development Services Department's authorization for the issuance of any building permits, if applicable.

    1.   Off-street Parking - Refer to Section 35.3
    2.   Advertising Devices - Refer to Section 35.4
    3.   Landscaping Requirements - Refer to Section 35.12
