General
Description of Area: Approximately
65 square mile planning area encompassing Ute Pass in western
El Paso County from Manitou Springs to Woodland Park. Predominantly
steep terrain sloping upwards from the Highway 24/Fountain Creek
corridor. Development consists primarily of platted town and
cabin sites dating from the turn of the century. The current
population of the planning area, including Green Mountain Falls,
is about 3,500.

Structure/Process: Large
ad hoc citizens' committee. Much of the initial
work on the plan was done by a consultant. The plan was completed
and published by Planning Division staff.

of unique mountain residential area from urban sprawl. Transportation
constraints and visual sensitivity.

limitations of non-residential uses to designated areas; development
of standards for pre-existing nonconforming residential lots;

Nonconforming lot of
record standards have subsequently been developed for this area
in coordination with local residents. Local residents are also
independently reviewing the Ute Pass Plan in anticipation of
an update.
