General
Description of Area: Approximately
57 square mile area in northwest El Paso County surrounding,
but not including, the towns of Monument and Palmer Lake.
Diverse vegetation and topography strongly influenced by Interstate
25 and rapid growth. Land use mix varies from urban density
to large lot residential and rural. Current population is
approximately 20,000 including municipalities.

Structure/Process: Comprised
of a large ad hoc planning committee. The planning
process was initiated by an outside consultant and completed
by Planning Division staff.
Key
Planning Issues: General
response to growth pressures in the area. Specific catalysts
included the Forest Lakes and Gary Center (now Jackson Creek)
development proposals.

Plan Format: Large
format text with inventory information and topical policies.
Planning sub-areas are identified and analyzed, but no policies
are developed for these. Graphic executive summary includes
a generalized land use concept map.
Key
Policy Elements: A
"multiple clusters" growth concept was adopted.
This is fairly accommodating, but focuses growth toward designated
areas and promotes orderly extension of these.
