Description of Area: Approximately
45 square mile area southwest of Colorado Springs and west
of Fort Carson along Highway 115. Predominantly steep terrain
along the mountain backdrop. Limited residential development
and antiquated subdivision development along with remaining
ranches. Current population is about 13,000.

Structure/Process: Board-appointed
advisory committee comprised of area property owners or
their representatives. Plan was prepared by Planning Division
staff.
Key
Planning Issues: Safety
on Highway 115 was the highest priority issue followed by
protection of the unique environment allowing limited growth
and addressing mineral extraction concerns.

Plan Format: Area
profile and trend analysis with textual plan approach. A
variety of inventory maps, but no plan map. Policies organized
under the headings of transportation, conservation, resource
extraction, public facilities and land use.
Key
Policy Elements: Maximize
traffic safety along Highway 115; recognize scenic importance
of the entire corridor; promote existing natural diversity;
carefully manage any mineral extraction; plan public facilities
especially for fire protection; encourage integrated, internally
oriented land development which is sensitive to natural
resource values.
