General
Description of Area: 100
square mile area* surrounding what is now the Falcon Air Force
Base (FAFB). Open plains with some distinct geologic features
such as Corral Bluffs. Limited rural-residential development
with a current resident population of possibly 1,200 and about
4,600 employees at FAFB.

Structure/Process: Board-appointed
advisory committee comprised of area property owners. Plan
prepared by Planning Division staff.
Key
Planning Issues: Plans
by Defense Department to develop what is now the Falcon Air
Force Base in the area provided the catalyst. There was a need
to protect the integrity of this facility and manage substantial
development pressures in the vicinity. The committee also proposed
zoning of the area as an interim planning strategy.
Basic
Plan Format: Text with
specific sections on transportation, land use, and a policy
plan. Policies included for topical elements. Supplemented by
a very conceptual land use plan.
Key
Policy Elements: Designates
a broadly defined "Mixed Use Activity Center" (MUAC)
surrounding the Falcon Air Force Base to accommodate proposed
urban development. Designate a "Compatible Use Zone"
within the MUAC to accommodate Defense Department needs. Proposes
a growth management approach whereby developers need to demonstrate
logical growth timing and patterns with adequate facilities
and services provided.
Other:
*Easterly 20 square miles ( all property east of Peyton
Highway) was subsequently included in the Ellicott planning
area. A number of optimistic mixed use urban development proposals
were approved in this area in the mid-1980's. With the exception
of limited activity in the Sunset Village development, these
plans have not been implemented to date.
This
document is being slated for revision in 1997 and 1998 in conjunction
with plans to upgrade Drennan Road as a Defense Access corridor
serving Falcon Air Force Base.
