General Description of Area: Approximately 128 square
mile area in north central El Paso County characterized by rolling
topography and Ponderosa pine and related ecosystems. Predominant
land uses are rural-residential. Current population exceeds 10,000.
Committee Structure /Process: Board-appointed citizens'
advisory committee comprised of area land owners or their representatives.
Key Planning Issues: Preservation of rural-residential
lifestyle; impact of regional road system; external land use influences
especially related to annexations by Colorado Springs.
Basic Plan Format: Three-section text which includes
overview, area profile and trend analysis and plan components. Plan
consists of topical policies and textual scenarios developed for 10
distinct planning areas. This is supplemented by graphic Executive
Summary which includes a concept map with boundaries fairly specifically
defined.
Key Policy Elements: Strict adherence to an overall density
of five (5) or more acres per dwelling unit in core areas. Commercial
development limited to designated sites within the planning area.
Other: This document updated the 1974 Black Forest Preservation
Plan. Approximately five square miles in the southeastern part of
the planning area have subsequently been transferred into the Falcon/Peyton
area on the basis that they relate more logically to the Falcon town
site. The original Citizens Advisory Committee disbanded following
the approval. Area development requests are now routinely forwarded
to the Black Forest Land Use Committee for area resident input.
